Organization Background:

DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. The organisation employs around 900 staff of whom 05 are expatriates. Core thematic areas are: Water, Sanitation & Hygiene; Natural Resource Management; Small Scale Enterprise Development; Women’s Empowerment.

Position Description:

The Programme Adviser reports to the Deputy Director / Head of Programme and works closely together with the Programme sub Departments. The Programme Adviser has the overall responsibility for the technical inputs for DACAAR’s thematic areas. The Programme Adviser is broadly engaged with the program adviser is involved in the technical aspects of program and project development. She / he ensure that all the thematic areas are provided support to comply with the thematic areas policies and procedures.

The Programme Adviser is responsible to review the operation guidelines and other thematic areas technical documents and in close coordination of the relevant thematic area specialists make the required revision. 

The Programme Adviser will also ccontribute technically to proposal preparation and reporting as well as revision of thematic strategies. The position requires a high degree of responsibility, flexibility and understanding of complex organizational relations.

Responsibilities:

·   Provide programmatic advice to the Deputy Director / Head of Programme and Director on matters related to all thematic areas.

·  Advise the programme management in the areas of project planning, design, implementation and monitoring and evaluation, including technical components of proposal /report writing.

·  In close coordination with the Deputy Director / Head of Programme write technical papers on WASH, NRM, SSED, WE and co-present these at workshops and conferences.

·  Identify, develop and support new initiatives and technologies for better programme implementation and conduct orientation sessions for the related staff.

·  Write/Review all programme related strategic papers (WASH, NRM, SSED and WE) on a regular basis and advice the Deputy Director / Head of Programme and Director if any changes are required.

·  Ensure that the key regional and national & international frameworks (like ANPDF, ANDS, NPPS, SDGs) are contextualized and applied in the country programme context and ensure that staff understands these.

·  Developing key documents on lesson-learned from each project/programme, and inculcate/translate it to new opportunities.

·  Support the Deputy Director / Head of Programme in networking with the other NGOs and Government departments and when representing DACAAR in external meetings, other technical and Clusters Meetings.

·  Support the Fundraising and Communications department in relation to the technical and thematic aspects of project development, on the drafting of project proposals, programme strategy concept papers and addressing donor ad–hoc requests.

·  Liaise with Fundraising & Communications Department on publication and dissemination of technical papers related to all thematic areas.

·  Collaborate with M&E Team in ensuring that M&E findings from the field are discussed, followed up on and considered in project implementation.

·  Support DACAAR Water Expertise Training Center (WETC) in developing and adapting training materials. Identify new trainings topics and develop training packages.

·  Assist the WETC staff in preparing technical papers and articles on thematic issues for presentation at appropriate meetings and conferences.

·  Participate and contribute in the relevant strategy development workshops. 

·  Ensure high level of synergy and coordination among all thematic areas and avoid duplication in the activities.

·  Conduct Researches on contextual relevant and viable good practices, and opportunities to pilot and replicate project/programmes.

·  Internal coordination within the organization and ensuring consistent improvements in the systems and the knowledge of the team members.

·  Any other tasks as assigned by the Deputy Director / Head of Programme. 

Education: Master’s degree in international development, social science, a relevant thematic areas or the equivalent.

Experience: At least 7 years of experience in projects development, which at least 3 abroad, including managing and leading complicated international operations, preferably in the field of development assistance programmes.

Other qualifications’ an advantage:

  • Experiences of strategic programming and planning, organisational development and field implementation.
  • Work experience from and knowledge about Islamic culture in general and Afghanistan in particular is an advantage.
  • Coaching and mentoring skills.
  • Communication and facilitation skills.
  • Ability to work both independently and also as part of a team.
  • Willingness to live, travel and work under challenging conditions.

Languages: Fluent Oral and Written English is required.

Employment Benefits.

In addition to the monthly salary, the following package is also provided:

·  A return air ticket between employee home address and Kabul at the beginning and end of the assignment.

·  R&R: 5 paid working days of leave upon completing Eight weeks of continuous stay (excluding weekend and public holidays) inside Afghanistan.

·  Covering the expenses occurred (travel and accommodation) during R&R maximum up to USD 1000/- (One Thousand US dollars only).

·  Annual Leave: 25 paid working days per year (2.08 days per month).

·  Public holidays: 10 days per year.

·  Travel, Health and life insurance coverage for the duration of your employment.

·  Accommodation: shared accommodation, reasonably furnished, all utility costs covered, civilian guards coverage 24/7, no housekeeping services provided.

·  Excess baggage allowance:  cost of maximum 20 kgs upon arrival and departure (provided based on receipts).

·  Free lunch during weekdays.

·  Pick up and drop service to and from work.

·  Accommodation while traveling to the field.
