Position Description:

The Position holder will be part of the Middle Management Team in DACAAR, assisting HoT&CU in managing DACAAR's Technical Unit on a day-to-day basis. The position holder of Technical Unit and Coordination reports to the Head of Technical Unit and and works closely together with this position, as well as the Head of Programme & Operations Manager. The Position holder will assist in leading a team of specialists of more than 20 persons in DACAAR’s Programme Department and has the assisting responsibility for technical inputs & coordination for DACAAR’s thematic areas.

The Position holder is broadly engaged with Head of Technical & Coordination Unit to assist in day-to-day programme management, team management, strategy and design. Further, the S/He plays a vital coordinating role in providing on-time technical oversight and support to the field offices, so that projects are supported technically in accordance with donor requirements in absence of HoT&CU. The position holder with assistance of her/his teams will also ensure that all the thematic areas are provided support to comply with the thematic areas policies and procedures.


·  The Position holder will assist HoT&CU to fulfil the following specific responsibilities:

·  Undertake responsibilities for the HoT&CU in his/her absence.

·  To assist in managing the work-plan, daily task allocations and follow-ups.

·  To assist in Oversee and mange the activities of survey & design, ground water monitoring, hygiene & sanitation, NRM, SSED and WASH teams in programme, regional and Field Offices.

·  Assist in managing and supervise staff.

·  To maintain continuous link to the Operation Manager, Regional Managers other departments in main Office to provide them with required support.

·  To Work in close collaboration with the grant & monitoring sub-department, operation sub-department and relevant regional managers/staff to develop project specific work plans/budgets.

·  To assist in the review and approval of progress report is done timely and forwarded to the Head.

·  To assist the operation manager/head of programme technically in proposal development.

·  Support and train project staff during the project implementation.

·  To assist in establishing close linkages between WE, NRM, SSED and WASH thematic areas with collaboration of Advisors and Specialists.

·  Represent DACAAR in external meetings when tasked by the head.

·  Carry out any other relevant task given by the superior for other projects in other regions/provinces too.

·  Any other task assigned by the Head of Technical Unit & SMT (Senior Management Team)

Education/ Qualification and Employment Benefits 

Education:BSc in Agriculture or Management, (Masters’ degree preferred).

Experience: 07 years’ experience in NRM, WaSH/Rural Development and Management, Minimum 04 Years’ experience working with NGOs/INGOs/Government involved specifically in livelihood projects,

Experience of Team Management,

Other qualifications’ an advantage:

Managerial, team work and report / proposal writing skills, proven experience in managing diverse, multi-location and complex projects. Report Writing

Languages:Pashto/Dari & English
