DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. The organisation employs around 900 staff of whom 05 are expatriates. Core thematic areas are: Water, Sanitation & Hygiene; Natural Resource Management; Small Scale Enterprise Development; Women’s Empowerment.

Position Description:

To supervise and Monitor all activities, materials and site of water supply project in accordance to the set standard (as agreed with UNICEF and MRRD).

To improve and maximise the skills and understanding of engineering & non-technical staff, MRRD, PRRD, CDC, WUG and WMC in the area to ensure best implementation and supervision.

Ensure consensus among the various stakeholders on the scope of the third party monitoring & supervision. 


·  Supervise and Support of the RWS program to enable the PRRDs and CDCs to ensure quality of construction of water supply systems constructed by private sector contractors.

·  Supervise the construction works of water systems including Tube wells fitted with hand pumps, gravity fed systems, solar powered water networks and other water systems constructed under the RWS program.

·  Will work closely with the stakeholders in the program including UNICEF field offices, PRRDs, CDCs and private sector contractors.

·  Ensure that the projects implemented qualitatively, considered the quality standards, material specification and Bill of Quantities (BoQs).

·  To ensure timeline and effective coordination with stakeholders, monitoring/ supervision for each water supply project.

·  For each monitoring visits, ensuring PRRDs representatives ownership.

·  Findings and improvements will be discussed on the site with the CDCs and private sector contractors. Improvement will be followed up on the next visit.

·  Will undertake supervision of the ongoing projects in line with the agreed guidelines and tools.

·  Support the visitors in field visits and provide required facilities in the ground.

·  Support Water User Groups and Water Management Committee in establishing a long term service contracts with Mechanics/ water system operator for the Rural Water Supply Programming,

·  Collating and reporting Lesson learned of the project and photos will provide appropriately.

·  Check the drawings and make sure they are all according to the standard set for the RWS program and the shortages will discuss with FO (Field Office), field coordinator, design engineer, and Regional Manager to make sure it is agreed upon and without any problem.

·  Preparing work plan for implementation of the projects and make sure that the progress of works go forward according to the prepared plan (timeline) and if there is any change or problem talk to FO, FC or regional manager/ project manager.

·  Make sure that quality of the works comply with norms and standards agreed by DACAAR, UNICEF and MRRD.

·  Prepare monthly progress report of the related project and send to Regional manager through FO.

·  Make sure that the expenditures of each project are recorded separately for find out the actual cost of the project.

·  Engineer is responsible to consider about the project and staff security and safety during the implementation of the project and supervision.

·  Any other work as assigned by the supervisor, within project mandates.

Education/ Qualification and Employment Benefits

Education:Bachelor degree of Civil Engineering is required.

Experience: At least three years of experience in government related project.

Other qualifications’ an advantage:

  • Ability in team working
  • Having sound knowledge of ANSA standards and Building codes
  • Ability to Plan, organize and work under pressure

Languages: Pashto, Pashto and English.
