Organization Background:
DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. The organisation employs around 900 staff of whom 05 are expatriates. Core thematic areas are: Water, Sanitation & Hygiene; Natural Resource Management; Small Scale Enterprise Development; Women’s Empowerment.

 

Position Description:

The Environmental Safeguard Officer (ESO) primary responsibility is to ensure compliance with environmental regulations and standards within the organization / project. He/she play a crucial role in identifying potential environmental risks, developing mitigation strategies, and monitoring their implementation to minimize negative impacts on the environment. The ESO will involve collaboration with project teams, stakeholders, and regulatory bodies to promote sustainable practices and ensure environmental protection.

Based at the Nangarhar provincial office, the ESO's monthly activity plan includes visits to Laghman and Nooristan provinces. These visits are essential to ensure that the progress of relevant activities in Laghman and Nooristan aligns with the project mandate.

Responsibilities: 
  • The Environmental Safeguard Officer (ESO) should monitor and enforce compliance with local, national, and international environmental regulations, permits, and standards applicable to the organization or project.
  • In close coordination with the line manager the ESO should prepare comprehensive visit plan for visiting the other CRLP provincial / districts offices on periodically basis.  
  • When requires the ESO should conduct environmental impact assessments (EIAs), environmental audits, and risk assessments to identify potential environmental hazards, evaluate their significance, and propose mitigation measures.
  • Develop and implement environmental management plans (EMPs) and safeguard measures to minimize and mitigate environmental impacts resulting from organizational activities or project operations.
  • Implement monitoring programs to assess compliance with environmental standards and track the effectiveness of mitigation measures. Prepare regular reports and documentation to communicate findings and recommendations.
  • The ESO should collaborate with internal and external stakeholders, including local communities, governmental agencies, and NGOs, to ensure effective communication, consultation, and integration of environmental considerations into decision-making processes.
  • The ESO should assess feasibility of the projects implementation in field practical considering to environmental social safeguard regulation before project survery conducting by field engineers.
  • The ESO should timely explain the projects negative list to the Field Engineers and ensure these staff understand the different between the positive and negative projects. 
  • Make sure the E&S documents are attached with tender document.   
  • The ESO should regularly monitor the CRLP Environmental Social Mitigation Plan (ESMP) and ensure the implementation and reporting.   
  • Conduct pre-meeting with staff and communities about project risks and E&S impacts.
  • Brief explanation to contractor in Pre-bid meeting about E&S Issues and general policies. 
  • The ESO should provide training and awareness programs to project staff and contractors on environmental policies, procedures, and best practices. Promote a culture of environmental stewardship within the organization.
  • The ESO should identify opportunities for continuous improvement of environmental performance. Recommend and implement innovative solutions and technologies to enhance sustainability and reduce environmental impacts.
  • The ESO should develop emergency response plans and procedures to address potential environmental incidents, such as spills, leaks, or accidents. Coordinate response efforts and ensure appropriate actions are taken to mitigate environmental damage.
  • The ESO should stay updated with emerging environmental laws, regulations, and industry standards. Advise management on regulatory changes and assist in adapting organizational policies and practices accordingly.
  • The ESO must strictly follow the organization's existing security policies, procedures, and daily instructions of the safety personnel.
  •  Any other tasks are given by the Supervisor..
 

 

Education/ Qualification and Employment Benefits                                                 
Education: Bachelor degree (BSc) in Social Environmental science or related field is required. 
Experience: At least three (3) years of relevant experience in Community Driven Development (CDD) projects. Familiar with community-based environmental safeguarding.

Other qualifications’ an advantage: 

  • In-depth knowledge of environmental regulations, standards, and best practices.
  • Familiarity with environmental management systems (EMS) and ISO 14001 certification.
  • Excellent analytical and problem-solving skills to identify and address environmental risks.
  • Strong verbal and written communication skills for effective stakeholder engagement and report writing.
  • Ability to work independently and collaboratively in a multidisciplinary team.
  • Proficiency in using environmental assessment tools and software.
  • Certification or training in environmental auditing or risk assessment is a plus
Languages: Pashto, Dari and English.
